SAN DIEGO COUNTY REGIONAL AIRPORT AUTHORITY
NOTICE INVITING BIDS
Notice is hereby given that the San Diego County Regional Airport Authority (“Authority”) is requesting sealed bids (“Bid”) for: Terminal 2 Loop Road Pavement Rehabilitation Seal Coat, Project #: 104224, Drawing #: 4224.
The magnitude of this work is in the range of $340,000.00. The bidder shall possess a valid California State Contractors License, Classification A, at the time the Bid is submitted.
The project consists of applying a 3/8” Rubberized Emulsion Aggregate Slurry (REAS) to the Terminal 2 Loop Road and performing a mill and replace at the locations shown on the plans. This work includes removing and reinstalling all traffic control reflector tabs, as well as repainting all of the asphalt paint markings. This project also includes raising one manhole to grade, by approximately 1”, to correct the existing depression occurring in the surface as well as all other items as shown on the drawings and specified in the specifications.
It is intended that the work be completed in every respect under the Contract, and such items or details not mentioned above that are required by the Contract document shall be furnished, performed, placed, constructed, or installed by the Contractor.
Pre-bid Conference and On-site Job Walk (Attendance is not mandatory). This conference and on-site job walk is an opportunity for Bidders to ask questions regarding the Bid documents and the process. The conference will be held in the Board Conference Room at 10:00 A.M., on May 9, 2018. The conference room is located on the 3rd floor at 3225 North Harbor Drive, San Diego, California he on-site job walk will be held immediately after the pre-bid conference. Bidders are not required to attend the pre-bid conference and the on-site job walk to participate in this solicitation and submit a Bid.
Deadline to Submit Written Questions. Questions must be submitted via e-mail to Missy McGrath at mmcgrath@san.org by 5:00 P.M., on May 16, 2018. Questions received after that time and date will not be considered.
Bid Due Date and Time. Sealed Bids must be received by 2:00 P.M., on May 25, 2018 at the Authority’s reception desk located on the 3rd floor at 3225 North Harbor Drive, San Diego, California. Sealed Bids will be opened in public immediately thereafter in the Board Conference Room (same address). Late Bids will be rejected.

In accordance with the provisions of the California State Labor Code, Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages.
It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (“DBEs”) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
