NOTICE IS HEREBY GIVEN that the Los Angeles Community College District (“District”) invites B Licensed General Contractors to submit Statements of Qualification (SOQ) for the following procurement:
Request for Qualifications (RFQ) from Contractors for the Los Angeles Valley College, Accessibility and Gym Complex CIP, Construction Services.
Project 1: Transportation and Accessibility Improvements (TAI)
The Project scope of work consists of (4) DSA application summaries as below;
TAI Southwest improvements- A#03-117678
The project consists of, but not limited to: correction of selected transportation and accessibility deficiencies for southwest part of the Los Angeles Valley College Campus and at the Stadium. Work includes interior barrier removal at existing buildings: (Foreign Language, Humanities, Engineering, Emergency Services Training, Math Science and Business Journalism & Restroom Building Home Bleachers) and site barrier removal.
Site barrier removal shall include but not limited to modification of existing concrete and asphalt walkways, stairs, ramps, handrails, guardrails, curb ramps, detectable warning, crosswalk striping, parking striping and signage.
TAI Northwest improvements- A#03-117679
The project consists of, but not limited to: correction of selected transportation and accessibility deficiencies for northwest part of the Los Angeles Valley College Campus. Work includes barrier removal for interior of existing buildings (Art and Music), and for the site accessibility.
Site barrier removal work shall include but not limited to modification of existing concrete and asphalt walkways, stairs, ramps, handrails, guardrails, curb ramps, detectable warning, crosswalk striping, parking striping and signage.
TAI North &South Gym improvements- A#03-117680
The project consists of, but not limited to: correction of selected transportation and accessibility deficiencies for stadium area of the Los Angeles Valley College Campus. Work includes interior barrier removal at existing north gym and south gym buildings and site barrier removal.
TAI Behavior Science- A#117696.
The project consists of, but not limited to: correction of selected transportation and accessibility deficiencies for behavior science building at the Los Angeles Valley College Campus. Work includes interior barrier removal, interior alterations and site barrier removal.
Project 2: Gymnasium Renovation
The Project scope of work consists of interior renovations of existing North Gym and South Gym buildings. Work includes but is not limited to: interior room renovations, new rooftop mechanical unit, new lighting, extension of existing fire sprinkler and fire alarm systems.
Project 3: Weatherization and Caulking Repairs of Existing Facade
The project consists of the removal and replacement of the existing selected areas of exterior wall plaster, including the horizontal drift joints and vertical expansion joints the Allied Health and Sciences Center Administration & Laboratory buildings. The three (3)-story Administrative and Laboratory buildings are type II fire rated structures. Both structures are steel framed with concrete floors poured over metal decks. Refer to CO Architects bid documents (plans and specifications) for details.
How the Procurement Process for these Three (3) Projects will take place:
This procurement process will take place in two steps: (1) the instant Request for Qualifications step (i.e., a project specific pre-qualification) (“RFQ”); and (2) a subsequent Invitation for Bid step (“IFB”) (i.e., lowest competitive bid). Upon receipt and evaluation of the Statements of Qualifications (“SOQ’s”) submitted in response to this RFQ, the SOQ’s will be scored, evaluated and the Pre-Qualified Contractors for these Projects identified. Thereafter, the District will publish and issue an Invitation for Bids only to the Contractors who have pre-qualified. Only Pre-qualified Contractors are permitted to submit a bid (Public Contract Code section 20651.5). Award of a Construction Services Agreement for each project will be made to the lowest responsive and responsible bidder submitting the lowest aggregate bid amount after combining the individual bid amounts submitted for Projects 1 through 3. The award of the Construction Services Agreements will be made pursuant to, without limitation, the authority provided to the District under Public Contract Code section 20651, and other applicable law(s).
All Statement of Qualifications (SOQ) must be received at the Jacobs – Program Management Office, 1055 Corporate Center Drive, 5th Floor; Monterey Park, California 91574 no later than:
May 2, 2018 before 10:00 AM Local Time.
The Applicant assumes full and sole responsibility for timely receipt of its SOQ and any other documents required to be submitted with the SOQ, by the District. The District will have no responsibility for SOQ’s not submitted in a timely manner, no matter the reason.
RFQ Documents, including instructions to Applicants, will be available to Applicants on and after April 13, 2018, at the Online Vendor Portal. The Online Vendor Portal can be accessed by visiting the website www.build-laccd.org under “Contractors and Bidders” then clicking the PlanetBids link.
