PRAIRIE CENTER METROPOLITAN DISTRICT NO.3 AND THF PRAIRIE CENTER RETAIL L.L.C.
INVITATION TO BID
Prairie Center Metropolitan District No. 3 and THF Prairie Center Retail Three, L.L.C. (hereinafter called the “Owner”) will receive sealed Bids for the Prairie Center Village Retail #3 Improvements (the “Project”) at Brinkmann Constructors’ office located at 3855 Lewiston Street, Suite 100, Aurora, Colorado 80011, until 3:00 p.m., May 10, 2018. At such time, bids received will be publicly opened and read aloud. While bids are being requested by both Prairie Center Metropolitan District No. 3 and THF Prairie Center Retail Three, L.L.C., it is the expressed interest of the Owner to award the common scopes of work to one contractor. Therefore, the total bid for those scopes of work shall be considered the summation of both proposals.
The project consists of the construction of roadways and utilities required for the initial development of the Prairie Center Retail #3 commercial lots. The project is located within the City of Brighton at the Southeast corner of Eagle Blvd. and Prairie Center Parkway. Utility improvements include construction of storm, sanitary, underdrain, and water infrastructure required to support area development. Roadway improvements include installation of curb and gutter, sidewalk and asphalt paving as indicated on the plans. Grading improvements encompass the areas located within the Roadways’ R.O.W. and adjoining platted lots associated with the property development and grade to daylight. All erosion control measures associated with the full Project scope will be required to be installed and maintained. Contracts may be awarded in five different packages: (1) earthwork and grading (2) utilities (3) asphalt (4) concrete (5) landscape and irrigation.
Bid packages will be distributed electronically to interested bidders via a link to the project site beginning April 19, 2018. Requests for access shall be sent to Brad Grimes via email, bgrimes@askbrinkmann.com.
Bids shall be submitted on the forms furnished by the Owner in a sealed envelope endorsed with the name and address of the Bidder and clearly marked “Prairie Center Village Retail #3 Improvements”. The entire contract and specifications documents shall be submitted with the bid forms. The provided bid forms shall also be provided electronically via email to Brad Grimes no later than 1 hour after the sealed envelope submittal deadline. The successful Bidder shall be required to furnish a Performance Bond and Labor and Materials Payment Bond on the forms provided in the Contract Documents, each in an amount equal to one hundred fifteen percent (115%) of the Contract Price. All bidders shall provide a letter of bondability from their surety confirming the previously stated bonds can be attained. The Performance Bond and Labor and Materials Payment Bond required of the successful bidder shall be accompanied with a dual obligee rider listing the Prairie Center Metropolitan District No. 3 and the City of Brighton as obligees.
Bids received after the date and time mentioned above will not be accepted. Any bids received after the specified deadline shall be returned to the Bidder and will not be considered under any circumstances. Sole responsibility rests with the Bidder to see that their proposal is received on time at the stated location.
An optional pre-bid conference will be held at 16888 East 144th Avenue, Brighton, Colorado 80601, at 10:00 a.m., May 2, 2018.
Bidders are hereby advised that the Owner reserves the right to not award a Contract until sixty (60) days from the date of the opening of Bids, and Bidders expressly agree to keep their Bids open for the sixty (60) day time period. Owner reserves the right to reject any and all Bids, to waive any informality, technicality or irregularity in any Bid, to disregard all non-conforming, non-responsive, conditional or alternate Bids, to negotiate contract terms with the Successful Bidder, to require statements or evidence of Bidders’ qualifications, including financial statements, and to accept the proposal that is in the opinion of the Owner in its best interest. Owner reserves the right to accept any combination of Bids which in Owner’s sole, and absolute judgment will, under all circumstances, best serve the Owner’s interests. Owner also reserves the right to extend the Bidding period by Addendum if it appears in its best interest to do so.
