BRIDGE PREVENTATIVE MAINTENANCE PROJECT
Description: The project is to perform preventive maintenance work on various bridges
within the City. The work includes sidewalk and asphalt concrete repairs at approaches,
pressure cleaning and epoxy injection of soffit cracks, application of Methacrylate and concrete
patch on bridge decks, repair of damaged fence and bridge joints and installation of signage.
Pre-Bid Meeting: (Voluntary)

Questions Due:April 26, 2018 by 2:00 PM by email to the Project Manager. It is the Contractor's responsibility to ensure that the email is received by the Project Manager. Responses to written questions will be issued by addendum no later than April 30, 2018 by 2:00 PM.
Bids Due: May 3, 2018 by 2:00 PM. Bids not received by the Office of the City Clerk, 1 Frank H. Ogawa Plaza, Room #101, Oakland, CA 94612 by the deadline will be returned unopened.
Engineer's Estimate: $621,970 (Base Bid)
License Required: A
Contract Days: 90 working days
Liquidated Damages: $1,000 per calendar day
Bonds: 10% Bid Security; 100% Payment and Performance Bonds
Oakland-certified Business Requirement: 50% minimum L/SLBE (excluding Specialty Items). See Section II.R.
Local Trucking Requirement: No
Self-Performance: 30% minimum, excluding Specialty Items, per Greenbook Section 2-3.2. Refer to Bid Schedule for Specialty Items, if any.

Department of Industrial Relations (DIR): SB 854 changed the laws governing how the DIR monitors compliance with prevailing wages requirements on public works projects. Refer to http://www.dir.ca.gov/public-works/SB854.html for more information. In particular:
No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the DIR pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)].
No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the DIR pursuant to Labor Code section 1725.5.
This project is subject to compliance monitoring and enforcement by the DIR.
The prime contractor must post job site notices prescribed by regulation.
Assembly Bill 219requires companies hauling or delivering ready-mix concrete to register with the DIR as a public works contractor.
