LIONS POOL RENOVATION
Description: Improvements to Lions Pool at Dimond Park Recreation Center. The general work invovles, but not limited to, demolition of the existing pool deck, retaining wall, and fencing while preserving the pool shell; replacement of existing soil around the pool shell with engineered fill; repair and installation of electrical raceways and systems around the pool; construction of new retaining walls, concrete deck, code compliant fencing, railing, drainage system, and other pool appurtenances; and improvements to ADA parking and path of travel.
Site Visit: (Voluntary)
April 12, 2018 at 9:30 AM, at Dimond Park – Lions Pool located at 3860 Hanly Road, Oakland, CA 94602. Contractors are highly encouraged to attend since the pool is not readily available for site visits otherwise.
Pre-Bid Meeting/Teleconference: (Voluntary)
April 17, 2018 at 11:00 AM, in Broadway Conference Room, 4th Floor, 250 Frank H. Ogawa Plaza, Oakland, CA 94612. There is now also a teleconference option for participating in the pre-bid meeting. The toll-free dial in phone number is 515-604-9300. Access Code is 611015.
Questions Due:April 24, 2018 by 2:00 PM by email to the Project Manager. It is the Contractor's responsibility to ensure that the email is received by the Project Manager. Responses to written questions will be issued by addendum no later than April 27, 2018 by 5:00 PM.
Bids Due: May 3, 2018 by 2:00 PM. Bids not received by the Office of the City Clerk, 1 Frank H. Ogawa Plaza, Room #101, Oakland, CA 94612 by the deadline will be returned unopened.
Engineer's Estimate: $620,000 (for Base Bid)
License Required: A
Contract Days: 80 working days
Liquidated Damages: $500 per calendar day
Bonds: 10% Bid Security; 100% Payment and Performance Bonds
Oakland-certified Business Requirement: 50% minimum L/SLBE for Base Bid. This requirement is waived for Bid Alternate No. 1, however Schedule R will still be required.
Local Trucking Requirement: No

Department of Industrial Relations (DIR): SB 854 changed the laws governing how the DIR monitors compliance with prevailing wages requirements on public works projects. Refer to http://www.dir.ca.gov/public-works/SB854.html for more information. In particular:
No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the DIR pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)].
No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the DIR pursuant to Labor Code section 1725.5.
This project is subject to compliance monitoring and enforcement by the DIR.
The prime contractor must post job site notices prescribed by regulation.
Assembly Bill 219 requires companies hauling or delivering ready-mix concrete to register with the DIR as a public works contractor.
