NOTICE TO ENERGY MANAGEMENT FIRMS AND LIGHTING AND HVAC CONTRACTORS
ENERGY IMPROVEMENT PROJECTS USING PG&E'S ON-BILL FINANCING PROGRAM
Description: The City of Oakland (City) is seeking participation from energy management firms (mechanical and electrical engineers), lighting contractors (C-10), and Heating Ventilation and Air Conditioning (HVAC) contractors (C-20) to implement energy efficiency improvements (work) for City facilities. The City maintains approximately 100 facilities mainly consisting of; recreation centers, fire stations, senior centers, libraries, and administrative offices. The energy efficiency work involves, but is not limited to; retrofitting or replacing interior/exterior lighting, installing new lighting controls, replacing or upgrading HVAC equipment and replacing natural gas equipment.
The City will conduct two informational meetings. Interested firms are strongly advised to attend one of these meetings to learn more about this project and the requirements related to the City's programs and ordinances.
The City will utilize PG&E (Pacific Gas & Electric) On-Bill Financing (OBF) program to finance the work. All interested firms are required to first apply with PG&E’s OBF program. Additionally, lighting and HVAC contractors must first apply with the East Bay Energy Watch (EBEW) program. Interested firms are expected to work with PG&E OBF or EBEW program administrators throughout the application process until PG&E OBF or EBEW administrators have determined that your firm has met their program requirements. The City will solicit proposals from qualified firms. The proposal package will mainly consist of: a questionnaire (for ranking), compliance certifications regarding City programs and ordinances, and a sample City agreement to be executed by your firm at a later date. Once the City has ranked the firms, the City will award individual or group projects to qualified firms. Based upon the City’s timetable, the City may use multiple qualified firms to conduct the work.
Estimated Timeline (2018):
February 27 and March 1: Informational meetings: 10:00 AM, Broadway Conference Room, 250 Frank H. Ogawa Plaza, 4th Floor
April 30: Deadline for interested firms to become OBF or EBEW qualified, unless a new date is authorized in writing by the City.
May 4: Due date for proposal packets from interested firms.
May 31: City ranks firms.
June 10: Awarded firms execute City agreement.

Vendor Payments: Please be advised that the City will not provide progress payments to awarded firms. In accordance to the OBF and EBEW programs, firms are paid when the project is completed and meets the OBF and EBEW requirements.
